Finance and Compliance Officer | 10688 | Fixed Term Contract until 30 June 2027 | 37 hours per week | £34,434 to £36,363 per annum (Scale H) | County Hall, Norwich   At the heart of Norfolk County Council’s Strategy and Transformation directorate, the Strategy, Growth and Investment service plays a pivotal role in delivering economic development across the county.    The service manages a diverse and high-profile portfolio of programmes, using a range of financial instruments including grants, loans and equity investments to support businesses and communities. By driving forward investment that delivers measurable outcomes, the service is focused on creating sustainable growth, fostering innovation and supporting opportunity in line with the Council’s wider ambitions for Norfolk.   The Grants Programmes Team is central to delivering this impact. Providing expert financial, technical and administrative support, the team manages programmes from inception through to closure, ensuring all activity meets contractual and regulatory requirements. Working across funding streams such as the Shared Prosperity Fund, Enterprise Zones, and other regional and national programmes, the team ensures robust monitoring, compliance and successful delivery.    As a Finance and Compliance Officer, you will be instrumental in managing financial claims, supporting partners through complex compliance requirements, maintaining accurate records and contributing to the effective delivery of a wide portfolio of projects that directly benefit the local economy.   We are seeking a highly organised, analytical and proactive professional with strong financial and compliance expertise.    You will have experience of managing financial claims against eligibility criteria, supporting organisations to meet contractual requirements and producing high-quality, evidence-based reports to inform decision making. Strong communication and stakeholder management skills are essential, alongside the ability to assess risk, prioritise workloads and maintain sound judgement under pressure.
