JOB PURPOSE
To deliver an integrated, IT-enabled operational support service across
Merseyside, maintaining a visible presence in support of road traffic
enforcement. The role is essential in advancing the Force’s Safer Roads agenda
through the capture, validation and processing of offences detected by static
and mobile speed enforcement equipment.

KEY RESPONSIBILITIES
* Proactively monitor road traffic and apply professional judgement to identify
and capture speeding and other road traffic offences, contributing to safer
driver behaviour and casualty reduction.
* Transport, install and operate fixed and mobile road safety camera systems in
line with manufacturer guidelines, ensuring evidential integrity at all
times.
* Review, validate and process offences in compliance with NPCC guidance, Force
policy and legislative timescales. This includes interrogating systems such
as PNC and PentiP to identify vehicle owners and drivers.
* Undertake both scheduled and dynamic risk assessments to ensure the safe and
effective operation of equipment, sites and enforcement activity.
* Identify and report equipment or vehicle faults, taking proportionate action
to mitigate risks and maintain health and safety standards.
* Manage complex enquiries from members of the public and operational officers,
ensuring a professional, timely and customer-focused service.
* Exercise delegated authority under the Policing and Crime Act 2017, operating
with the powers and responsibilities of a constable when enforcing speed
limit offences.
* Support operational policing by providing observations and intelligence to
the Control Room, responding to incidents, and updating systems such as STORM
and OSHENS where required.
* Contribute to team capability by supporting the induction and development of
new staff, providing guidance on legislation, policy and operational
procedures.
* Ensure compliance with information management standards, maintaining data
quality, security and adherence to NPCC guidance on the Management of Police
Information.
* Identify and process offences relating to mobile phone use, seatbelt
compliance and other road traffic matters using camera and AI-enabled
technologies.

KNOWLEDGE AND EXPERIENCE
* Certified to operate speed detection equipment (LASTEC LTI 20.20 ULTRALYTE
1000 handheld device) with ongoing refresher accreditation.
* Strong working knowledge of relevant legislation, Force policies and camera
enforcement deployment practices.
* Ability to work independently in a highly visible, public-facing role,
demonstrating sound judgement, initiative and professionalism.
* Experience of preparing evidential statements and attending court as a
professional witness.
* Competent in the use of policing systems including PNC, PentiP, NICHE, ELVIS,
OSHENS and Microsoft Office applications.
* Excellent communication and interpersonal skills, with the ability to manage
challenging situations and diffuse conflict effectively.
* Highly organised with the ability to manage fluctuating workloads and
prioritise tasks.
* Physically capable of handling and deploying camera equipment in line with
manual handling requirements.
* Holds a full UK driving licence and meets Force driving standards, including
periodic requalification.
* Maintains Personal Safety Training accreditation.
* Demonstrates high ethical standards, integrity and professionalism in line
with Force values.

ADDITIONAL INFORMATION
The post holder will be granted delegated authority by the Chief Constable under
the Police Reform Act 2002 (as amended), affording the powers and duties of a
constable when deployed in the enforcement of speed limit offences.
This role is central to supporting the Merseyside Safer Roads Partnership and
wider Force objectives to reduce casualties, improve road safety awareness and
bring offenders to justice.
